I have to thank His Excellency for permitting me to make further suggestions. For the amount of labour entailed by a Contract mail from Europe, British or French, the clerks are underpaid.
I venture to suggest that clerks drawing under $50 be paid $1 for each contract mail, under $100 $2, and $100 and upwards $3 overtime. Sunday labour to be paid double. On week days that would be compensation for about six hours, on Sunday from 10 to 12 hours work.
For this concession they are to subscribe between them to pay for a meal or meals to be eaten in the old Telegraph room out of which two Chinese Postmen would have to be turned out at a cost of $4 a month.
I do not recommend overtime by time, it might lead to dawdling,
